Report progress of an operation in the echo area unconditionally.

REPORTER, VALUE, and SUFFIX are the same as in progress-reporter-update. NEW-MESSAGE, if non-nil, sets a new message for the reporter.

Probably introduced at or before Emacs version 22.1.
