Like allout-recent-depth(var)/allout-recent-depth(fun), but return text of last encountered prefix.

All outline functions which directly do string matches to assess headings set the variables allout-recent-prefix-beginning and allout-recent-prefix-end if successful. This function uses those settings to return the current prefix.
