org-cite-csl--locale-getter is a byte-compiled function defined in oc-csl.el.gz.

Return a locale getter.

The getter looks for locales in org-cite-csl-locales-dir directory. If it cannot find them, it retrieves the default "en_US" from org-cite-csl--fallback-locales-dir.
