Wrapper round vc-do-command using vc-bzr-program as COMMAND.

Invoke the bzr command adding BZR_PROGRESS_BAR=none and LC_MESSAGES=C to the environment. If BZR-COMMAND is "status", prepends vc-bzr-status-switches to ARGS.
