simula-tab-always-indent is a customizable variable defined in simula.el.gz.

This variable is obsolete since 28.1; use tab-always-indent instead.

Documentation

Non-nil means TAB in SIMULA mode should always reindent the current line.

Otherwise TAB indents only when point is within the run of whitespace at the beginning of the line.
