icalendar-with-param is a macro defined in icalendar-macs.el.gz.

(icalendar-with-param PARAMETER &rest BODY)
Documentation
Bind the value in PARAMETER and execute BODY.
PARAMETER should be an iCalendar syntax node representing a parameter. If PARAMETER is nil, this form evaluates to nil without executing BODY.
Within BODY, if PARAMETER's value is a syntax node, the symbol
value-node will be bound to that syntax node, value-type will be
bound to the value node's type, and value will be bound to the value
node's value.
If PARAMETER's value is not a syntax node, then value is bound
directly to PARAMETER's value, and value-type and value-node are
bound to nil.
