PowerShell options inserted before the encoded jack-in command on Windows.
When CIDER jacks in via PowerShell (see cider-clojure-cli-command), this
string is passed to the PowerShell executable ahead of its
-encodedCommand argument. For example, "-noprofile -executionpolicy
bypass" avoids loading the user profile and works around a restrictive
execution policy.
This variable was added, or its default value changed, in cider version 2.0.0.
