use-package-ensure-install-during-compile is a variable defined in use-package-ensure.el.gz.

Documentation

If non-nil, :ensure causes installation during compilation (deprecated).

If nil, package installation happens only at run-time, which is much more sane since compilation is usually presumed to be a "pure function" with no other side-effects than saving the resulting .elc file.

Probably introduced at or before Emacs version 32.1.
