python-use-skeletons is an alias and customizable for python-skeleton-autoinsert, defined in python.el.gz.

This variable is obsolete since 24.3; use python-skeleton-autoinsert instead.

Non-nil means template skeletons will be automagically inserted.

This happens when pressing "if<SPACE>", for example, to prompt for the if condition.

Probably introduced at or before Emacs version 24.3.
