Non-nil if Url-Handler mode is enabled.

See the url-handler-mode(var)/url-handler-mode(fun) command for a description of this minor mode. Setting this variable directly does not take effect; either customize it (see the info node (emacs)Easy Customization) or call the function url-handler-mode(var)/url-handler-mode(fun).

Probably introduced at or before Emacs version 25.1.
