Toggle ERC irccontrols mode.
If called interactively, enable erc-irccontrols-mode(var)/erc-irccontrols-mode(fun) if ARG is
positive, and disable it otherwise. If called from Lisp, enable
the mode if ARG is omitted or nil.
This mode enables the interpretation of IRC control chars.
