Can I view Info files without using Emacs?

Yes. Here are some alternative programs:

• info, a stand-alone version of the Info program, comes as part of the Texinfo package. See How do I install a piece of Texinfo documentation?, for details.
• Tkinfo, an Info viewer that runs under X Window system and uses Tcl/Tk. You can get Tkinfo at http://math-www.uni-paderborn.de/~axel/tkinfo/.
